Expresses the sense of the Congress that: (1) dialogue, negotiation, and world opinion have had no effect on the Sandinista regime; (2) the President should consider severing diplomatic relations with the Sandinista government if certain conditions are not met; (3) the United States should provide funding for aid to the Nicaraguan democratic resistance forces; (4) current legal restrictions on aid to such forces should be removed; and (5) additional funds should be provided for aid to such forces.
Makes appropriations to provide aid to the Nicaraguan democratic resistance forces.
