A bill to ensure payment of the additional duty on ethyl alcohol used as a fuel or in making gasoline, and to exclude from eligibility for certain tariff preferences ethyl alcohol which is not wholly fermented and distilled in the country or area to which such preferences extend.
Ethanol Fair Imports Act of 1986 - Amends the Tariff Schedules of the United States to provide a duty on ethyl alcohol (or any mixture containing such alcohol) that is used as a fuel. Grants duty-free treatment of such alcohol that is wholly produced within the U.S. territories.
Amends the Caribbean Basin Economic Recovery Act to grant duty-free treatment of such ethyl alcohol that is wholly produced within a beneficiary country. Provides, under specified circumstances, a refund of additional duties paid on such alcohol.
