Directs the Secretary of Transportation to designate a certain portion of California State Route 91 as a route on the National System of Interstate and Defense Highways.
Makes the construction costs of such route eligible for certain Federal-aid highway funds. States that the mileage of such route shall not be charged against certain statutory limitations.
