Prohibits the following benefits, including cost of living increases, from being subject to reduction or suspension by statute or presidential order during calendar year 1987: (1) civil service retirement benefits; (2) military retirement and survivor benefits; (3) Foreign Service retirement benefits; (4) Central Intelligence Agency retirement and disability benefits; (5) certain railroad retirement annuities; and (6) Federal employee disability compensation.
