A bill to amend the Merchant Marine Act, 1920 to provide for the implementation of automated cargo documentation centers.
Customs Automation Act of 1986 - Amends the Merchant Marine Act, 1920 to establish in the Treasury the Cargo Documentation Automation Fund. Authorizes appropriations to the Fund for each fiscal year after FY 1986. Directs the Secretary of the Treasury to use such Fund to pay to the administering authority of each port varying amounts dependent upon the amount of customs duties collected. Requires amounts paid to port administering authorities to be used for development of an automated cargo documentation center linked with the Automated Commercial System of the United States Customs Service.
