Establishes a field sanitation occupational health and safety standard with respect to agricultural employees engaged in hand-labor operations in the field.
Provides that such standard shall be deemed to be an occupational health and safety standard promulgated, enforceable, and subject to penalties for violations under specified provisions of the Occupational Safety and Health Act (OSHA).
Prohibits modification, revocation, or challenge of such standard under specified provisions of OSHA.
Provides that this Act shall not preempt any State occupational health and safety standard, or any provision thereof, which is more effective in providing sanitized potable drinking water and toilet and handwashing facilities for agricultural employees than the standard established under this Act.
Directs the Secretary of Labor to submit to the Congress a plan for inspecting agricultural establishments and to report within two years of the effective date of this Act on inspections made pursuant to this Act.
