A bill to amend the Balanced Budget and Emergency Deficit Control Act of 1985 to except from the definition of automatic spending increase those portions of certain Federal retirement and disability programs relating to lower pay categories.

Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to exempt for FY 1986 and partially exempt for FY 1987 through 1991 certain portions of cost-of-living increases in Federal retirement and disability programs from reduction under the President's sequestration order.
