Amends the Federal Aviation Act of 1958 to require air carrier employees and ticket agents who sell flight tickets which involve a scheduled stopover to inform the purchaser of specified details of such stopover, including the scheduled duration and any planned change of aircraft.
Requires such personnel to refund to passengers the airline ticket purchase price upon failure to provide the required stopover information. Subjects to civil penalties any such personnel who fail to make such a refund.
