A bill to authorize and direct the Secretary of the Interior to amend the contract between the United States and the Purgatoire River Conservancy District (contract number 7-07-w0095).

Directs the Secretary of the Interior to amend the contract between the United States and the Purgatoire River Conservancy District, Colorado, regarding certain costs which the District must pay to: (1) reduce the ceiling on such payments from 19.82 percent to 9 percent of the costs involved; and (2) limit the annual rate of increase in such costs to the rate of increase of the Consumer Price Index.
