A bill to amend title 23, United States Code, to provide for a uniform system for handicapped parking.
Handicapped Parking Act of 1985 - Amends Federal law to direct the Secretary of Transportation to reduce a State's apportionment of Federal-aid highway funds in a specified maximum aggregate amount for any State which does not have in effect a uniform system for handicapped parking approved by the Secretary. Details the criteria for such a system.
Directs the Secretary to annually evaluate State compliance with this Act.
