Prohibits trapping in units of the National Park System, and other public lands, except as specified for the protection and maintenance of natural resources, including populations, wildlife and human life. Directs the Secretary of the Interior to promulgate regulations for the types of traps permitted in trapping fur bearers. Requires the Secretary to develop appropriate traps through a research program.
Requires the Chairman of the Council on Environmental Quality to appoint a trap advisory commission.
Establishes a permit program for persons wishing to trap on public lands. Imposes criminal penalties for permit violations.
Empowers the Department with jurisdiction over the public lands in question to enforce such requirements.
Authorizes appropriations.
