A bill to amend the Communications Act of 1934 to require that the Federal Communications Commission hold hearings prior to the granting of any license transfer that involves a request for waiver of Commission ownership rules.

Amends the Communications Act of 1934 to require the Federal Communications Commission to hold a hearing on any application for the transfer of a radio license if: (1) such application includes a request for a waiver from a Commission rule on the ownership of communications properties; and (2) a petition to deny such waiver has been filed.
