District of Columbia Revenue Bond Act of 1985 - Waives the period of congressional review for certain District of Columbia Acts authorizing the issuance, sale, and delivery of revenue bonds for nonprofit projects. Makes such Acts effective upon enactment of this Act or their certification as Acts of the District of Columbia, whichever occurs last.
