District of Columbia Revenue Bond Act of 1985 - Waives the period of congressional review for certain District of Columbia Acts and bills authorizing the issuance, sale, and delivery of revenue bonds by specified nonprofit organizations. Makes such acts and bills effective upon enactment of this Act or their certification as acts of the District of Columbia, whichever occurs last.
