A bill to amend the District of Columbia Self-Government and Governmental Reorganization Act to facilitate the issuance of bonds by the District of Columbia.

Amends the District of Columbia Self-Government and Governmental Reorganization Act (the D.C. Reorganization Act) to allow any Act of the D.C. Council authorizing the issuance of bonds or notes to take effect on the date the Council enacts the Act.

Amends the District of Columbia Code to strike the requirement that, for the execution of general obligation bonds, one signature be manual.
