A bill to prohibit for 3 years the conversion of residential rental units to residential units offered for sale, to authorize the Secretary of Housing and Urban Development to make grants to units of general local government to assist persons whose residential units are subject to such conversion, and for other purposes.
Residential Rental Unit Conversion Moratorium and Tenants Assistance Act - Prohibits for three years the use of federally related loans or Federal assistance for conversions of residential rental units to residential sales units. Exempts specified tenant organization conversions.
Makes it illegal to assist in the conversion or sale of such units. Sets forth penalties.
Authorizes the Secretary of Housing and Urban Development to make grants to local governmental units for persons adversely affected by such conversions.
Directs the Secretary to establish a Commission on the Conversion of Residential Rental Units. Requires the Commission to study the problem of residential conversions and report to the Congress within 13 months.
Authorizes FY 1986 through 1988 appropriations.
