A bill to remedy violations of bilateral steel products trade agreements with the European Communities.
Steel Import Stabilization Amendments Act of 1985 - Amends the Steel Import Stabilization Act to direct the U.S. Trade Representative (USTR) to investigate and decide, upon request, whether the Arrangement on European Communities' Export of Pipes and Tubes to the United States has been violated by the other party to the Arrangement and whether such violation has resulted or threatens to result in injury to any U.S. firm or group of workers.
Directs the USTR, if the USTR finds an injurious violation has occurred, to require: (1) imports of pipes and tubes to be reduced; and (2) the reduced number of permissible imports to be allocated.
