Amends the Public Health Service Act and the Higher Education Act of 1965 to prohibit certain loans, grants, or work assistance with respect to the enrollment of a student in a school of medicine outside the United States (including Puerto Rico and Canada), unless the student has scored within the top quarter on a recognized medical college admission examination.
Amends the Social Security Act to prohibit Medicare payments for direct medical education costs for any hospital where the percentage of foreign medical school graduates in the residency training program exceeds a certain number.
