A bill to provide that no Federal court may require the expenditure of Federal or State moneys without prior legislative authorization.
Judicial Restraint Act of 1985 - Prohibits any Federal court from requiring the expenditure of money from the U.S. Treasury or from the treasury of any State unless the Congress, or the legislature of such State, has adopted legislation authorizing and appropriating funds to be expended for such purpose.
Provides that noncomplying judges shall be subject to impeachment.
