Amends the Federal Financing Bank Act of 1973 to decrease from $15,000,000,000 to $5,000,010,000 the amount which the Federal Government may borrow from the Federal Financing Bank (FFB). Provides that after October 18, 1985, any FFB debts will become subject to the debt limitation of the Second Liberty Bond Loan Act.
