Establishes the National Commission on POWs and MIAs to investigate and make recommendations concerning the status of members of the armed forces who are officially recorded as being prisoners of war or missing in action.
Directs the Commission to report annually to the President and to the Congress its findings, conclusions, and recommendations with respect to the status of those listed as prisoners of war or missing in action.
Continues such Commission until terminated by an Act of Congress.
