Directs the President to initiate negotiations to establish an International Copper Action Commission that would: (1) promote understanding and cooperation in the international copper industry; (2) serve as a forum for consultations between representatives of the copper industry and government officials; (3) develop consistent guidelines for trade in copper; (4) develop forecasts for the worldwide demand for copper; and (5) promote copper consumption, research into the uses of copper, and market development.
