A bill to require the Federal Government to enter into contracts with the private sector for procurement of property and services needed by the Federal Government when any cost comparison demonstrates that the cost of such procurement from private sector sources is lower than the cost of providing such property or services by the Government, and to establish in the procurement policy of the Federal Government a greater reliance on private sector sources to provide property and services needed by the Federal Government.
Contract Savings Act of 1985 - Amends the Office of Federal Procurement Policy Act to require the procurement of property and services from the private sector when the costs are lower than those of providing such property and services by the Federal Government. Requires the Administrator of General Services to prescribe regulations for such cost comparisons. Makes greater reliance on private sector sources a part of Federal procurement policy.
