Establishes the Advisory Commission on Tactical Nuclear Forces to analyze various aspects of the role of tactical nuclear weapons of the United States and its NATO allies.
Outlines membership, term, basic pay, and other organizational aspects of such Commission.
Empowers the Commission to hold hearings, receive evidence, obtain official data from Federal departments or agencies, receive administrative support, and issue subpoenas requiring the presence of witnesses while addressing any matter under investigation by such Commission.
Directs the Commission, before the expiration of the one-year period from the date on which the last member is appointed to the Commission, to transmit to the President and the Congress a report on its findings, conclusions, and recommendations.
Authorizes appropriations.
Terminates such Commission at the end of the 18-month period following the date on which the last member of the Commission is appointed.
