A bill to amend title 23, United States Code, to make special provision for withdrawal of approval of the Westway highway project and for approval of substitute highway and transit projects.

Directs the Secretary of Transportation to withdraw approval of the portion of Interstate Highway 478 in New York State known as "Westway" if: (1) the Governor and local officials served by such portion request withdrawal; and (2) the Governor provides assurance that a toll road will not be constructed in the traffic corridor that would be served by it.

Authorizes the Secretary to incur obligations for the Federal share of substitute highway or mass transit projects in a certain amount. Authorizes appropriations for such substitute projects. Limits the Federal share of any substitute project to 85 percent of the project cost.
