Amends the Fair Labor Standards Act of 1938 to exclude the employees of State and local governments from the provisions of that Act relating to maximum hours.
Revises the definition of "employee" under that Act to exclude any volunteer for a State, local, or interstate public agency, even if such volunteer is paid expenses or a nominal fee to perform the voluntary services.
