Directs the Secretary of the Army, acting through the Chief of Engineers, to construct a navigation project on the Sacramento River Deep Water Ship Channel, California, at an estimated Federal cost of $77,800,000. States that there shall be no requirement for a State share and that the non-Federal recreational interest shall be credited with the replacement value of existing recreation facilities.
