Amends the Federal criminal code with regard to the ban on mailing dangerous items to include martial arts weapons within the prohibition. Prohibits mail-order sales to States which have banned the manufacturing, selling, carrying, and possession of such weapons.
Authorizes the Postal Service to prescribe regulations for mailing otherwise nonmailable martial arts weapons to certain military, State, or municipal procurement officers or employees, as well as certain bona fide manufacturers or dealers.
Exempts knives, swords, and other ceremonial or collector weapons that are otherwise mailable under the prohibition.
