A bill to amend the Federal Water Pollution Control Act to authorize the Secretary of the Army to issue, on a nationwide basis, a general permit for the discharge of dredged and fill material into certain navigable waters.

Amends the Federal Water Pollution Control Act to direct the Secretary of the Army to issue a general permit for the discharge of dredged and fill material into all navigable waters, except those waters used to transport interstate or foreign commerce shoreward to their ordinary high water mark.
