A bill to authorize additional appropriations for the Department of State for the fiscal year 1986 for the purpose of expanding and modernizing the facilities of the Coordinating Committee on Export Controls and to provide for appointment by the Secretary of State of the members of the United States Permanent Delegation to the Coordinating Committee.

Amends the Export Administration Act of 1979 to direct the Secretary of State to assign at most two members of the Foreign Service to serve as the U.S. permanent delegation at the Coordinating Committee.
