Authorizes the Architect of the Capitol to redesign and reconstruct the East Plaza of the United States Capitol in order to provide increased security and for esthetic purposes.
Requires the Architect to submit plans and cost estimates for such project to specified congressional committees.
Authorizes appropriations.
