A bill to repeal title IV of the Regional Rail Reorganization Act of 1973, eliminating the requirement that Conrail be sold, and to require certain repayments by Conrail of loans made by the United States.

Amends the Regional Rail Reorganization Act of 1973 to repeal Title IV provisions requiring sale of the Federal interest in the common stock of the Consolidated Rail Corporation (Conrail).

Requires Conrail to pay certain amounts to the general fund of the Treasury as repayment of loans made by the United States or the United States Railway Association.
