A bill to amend section 455 of title 28, United States Code, with respect to disqualification of Federal judges in class actions.

Amends the judicial code with regard to the disqualification of judges. Provides that for the purposes of class actions, an absent class member shall not be considered to be a party to, or to have a financial interest in, the subject matter of the controversy, but shall be considered to be a person with an interest that could have been affected by the outcome of the proceeding.
