A bill to authorize appropriations for exploration, prospecting, conservation, development, use, and operation of the naval petroleum and oil shale reserves, for fiscal year 1986 and for fiscal year 1987, and for other purposes.

Authorizes appropriations to the Department of Energy for FY 1986 and 1987 for the research and development of the naval petroleum and oil shale reserves.

Directs the Secretary of the Navy to operate the naval petroleum reserves for the development and production of the natural gas and crude oil resources on certain Naval Oil Shale Reserves if the Secretary determines that such production and development is in the public interest.
