A bill to amend the District of Columbia Self-Government and Governmental Reorganization Act to facilitate the issuance of bonds and notes by the District of Columbia, and for other purposes.

Amends the District of Columbia Self-Government and Governmental Reorganization Act to revise provisions concerning election procedures to be followed concerning voting by D.C. voters on bond issues.

Makes any act of the D.C. Council authorizing the issuance of general obligation bonds effective on the date of enactment of such Act, unless such issuance is to be voted upon by D. C. voters. Revises similarly any act of the D.C. Council authorizing the issuance of revenue bonds, notes, or other obligations.
