Comprehensive Smokeless Tobacco Education Act - Requires specified warning labels on all smokeless tobacco products and advertisements. Declares that the failure to comply with provisions of this Act shall be in violation of the Federal Trade Commission Act.
Grants district courts of the United States jurisdiction and injunctive powers to prevent and restrain violations of this Act. Directs the Federal Trade Commission to promulgate regulations to implement this Act.
Directs the Federal Trade Commission to report to the Congress annually on the use and health effects of smokeless tobacco products.
