Amends the Federal Land Policy and Management Act of 1976 to require the Secretary of Agriculture to issue permanent easements, without reimbursement, for specified water systems in operation before October 21, 1976, which traverse National Forest System lands. Authorizes the Secretary to enter, repair, and assess costs against the holder of any right-of-way which has been allowed to deteriorate to the point of threatening persons or property, if the holder of the right-of-way refuses to perform the repairs.
