Voter Interest and Participation Act of 1985 - Allows absentee ballots for any Federal election to be mailed free of postage. Specifies exceptions.
Amends the Internal Revenue Code to include as a political organization a committee established and maintained by a political party.
Amends the Federal Election Campaign Act of 1971 to increase the limitations on individual contributions to candidates and political committees. Declares that such limitations do not apply to contributions or expenditures made by a political committee of a political party regarding any congressional election.
