States the sense of the Congress that: (1) the President, under certain conditions, should consider severing diplomatic relations with the Sandinista government; and (2) and the United States should fund non-Communist resistance forces in Nicaragua.
Releases specified restrictions on the use of funds to provide assistance to non-Communist resistance forces in Nicaragua. Authorizes appropriations to the Central Intelligence Agency for this purpose for FY 1986. Requires that one-half of that amount be obligated only for humanitarian assistance.
