A bill to amend title XIX of the Social Security Act to provide that States may provide home or community-based services under the Medicaid program without the necessity of obtaining a waiver.
Medicaid Home and Community-Based Services Improvement Act of 1985 - Amends title XIX (Medicaid) of the Social Security Act to provide coverage for home or community-based services provided to an individual with respect to whom there has been a determination that but for the provision of such services the individual would require the level of care provided in a skilled nursing facility or intermediate care facility, the cost of which would be reimbursed under Medicaid. Repeals provisions which required a State to apply for and receive a waiver in order to provide such services.
