Directs the Administrator of the Environmental Protection Agency and the Secretary of Agriculture to jointly conduct a study of the use of unleaded fuel in agricultural machinery and to report to the Congress on such study. Prohibits any reduction in the permitted lead level in gasoline below a specified level until after the Congress receives such report.
