A bill to amend the Act of October 27, 1972, to delete the Pennsylvania Avenue and Fountain Avenue landfills from the boundary of Gateway National Recreation Area, and for other purposes.

Revises the boundaries of the Gateway National Recreation Area, New York and New Jersey, to exclude specified lands. Requires such lands to be disposed of as surplus property. Earmarks funds for the removal of toxic substances from the Fountain Avenue landfill excluded from such boundaries. Releases such site from certain restrictions on the development of methane gas.
