A bill to amend the Federal Water Pollution Control Act relating to the construction and operation of certain treatment works which are subject to regulation under international treaties.

Amends the Federal Water Pollution Control Act to require the Administrator of the Environmental Protection Agency to reimburse State or municipal agencies for increased costs of constructing or operating any publicly owned treatment works attributable to compliance with any international treaty.

Authorizes appropriations.
