Amends the Urban Mass Transportation Act of 1964 to prohibit Federal financial assistance for bus acquisition unless the bus manufacturer: (1) provides a written guarantee that the bus will perform for a period of 12 years under proper maintenance and operation; and (2) furnishes security in an amount sufficient to satisfy the manufacturer's liability if the guarantee requirements are not met.
Imposes liability upon the bus manufacturer for a portion of the Federal share of the bus acquisition cost if a bus acquired with financial assistance does not meet the guarantee requirements.
