Drug Abuse Prevention, Treatment, and Rehabilitation Act of 1985 - Authorizes the Secretary of Health and Human Services to: (1) provide assistance for drug abuse prevention, treatment, and rehabilitation and related programs; and (2) use funds from the Department of Justice Assets Forfeiture Fund for such purposes.
