A bill to amend the Social Services Block Grant Act, to authorize consolidation of certain block grants to Indian tribes, and for other purposes.

Title I: Social Services Block Grant Amendments - Social Services Block Grant Amendments of 1985 - Amends title XX (Block Grants to States for Social Services) to direct the Secretary of Health and Human Services to make payments to an Indian tribe which undertakes to operate a title XX program. Provides that each State's allotment shall be reduced by an amount equal to the amount of any allotment to an Indian tribe within the State.

Deems programs and activities that receive Federal financial assistance under title XX to be programs and activities that receive Federal financial assistance for purposes of applying certain Federal prohibitions against discrimination on the basis of age, handicap, sex, race, color, or national origin.

Title II: Consolidated Funding for Indian Tribes - Indian Tribes Consolidated Funding Act - Directs the Secretary, upon application by an Indian tribe, to consolidate grants made by the Department of Health and Human Services directly under title XX of the Social Security Act and under the Low-Income Home Energy Assistance Act of 1981. Permits an Indian tribe to submit a single application for a consolidated grant for any fiscal year.
