Department of Health and Human Services Appeals Council Limitations Act of 1985 - Amends titles II (Old Age, Survivors and Disability Insurance) and XVI (Supplemental Security Income) of the Social Security Act to direct the Secretary of Health and Human Services to issue a final decision within 90 days after the commencement of proceedings before the Appeals Council in the Department of Health and Human Services. Deems the issues resolved in the person's favor if the Secretary fails to meet such requirement.
