A bill to amend the District of Columbia Self-Government and Governmental Reorganization Act, to authorize a Federal contribution to reduce the accumulated deficit of the District, to modify limitations on District taxing authority, and for other purposes.

Amends the District of Columbia Self-Government and Governmental Reorganization Act to authorizes appropriations for FY 1986 through 1995 as the Federal contribution to reducing the deficit of the District of Columbia.

Allows the District of Columbia Council to tax up to two percent of the personal income of a non-resident of the District.
