A bill to amend section 1979 of the Revised Statutes of the United States to limit the use of civil actions under that section to review the conditions of imprisonment of State and local prisoners.

Amends the Revised Statutes of the United States to require State inmates who seek to relieve their conditions of imprisonment through a civil action alleging deprivation of their constitutional rights to exhaust all State remedies first.

Declares that no such relief shall be granted if the plaintiff received an adverse ruling on the claims presented in a fair State proceeding.
