A bill to amend the National Traffic and Motor Vehicle Safety Act of 1966 to provide for the regulation of certain non-conforming passenger motor vehicles and the companies engaged in vehicle modifications necessary to bring them into conformity with Federal safety standards.

Amends the National Traffic and Motor Vehicle Safety Act of 1966 to require the Secretary of Transportation to establish regulatory requirements by a certain date in order to ensure that imported motor vehicles are brought into compliance with Federal motor vehicle safety standards. Prescribes guidelines for such requirements.

Sets forth a specific time-frame within which the Secretary is required to report to the Congress regarding the efficacy of such regulations.
